News Landing Desktop Redesign

The new design includes a featured stories area at the top, as well as a variety of card sizes to browse to give greater emphasis to high-converting stories. There is also a section that aggregates evergreen content near the base of the page. Calls-to-action were added to the right rail to facilitate user-contributed content.
